EDIT: I should note that the quote in question is from some training materials on Six Sigma and the Personal Software Development method that I've been reading at work - the actual author is the developer of the PSD/TSD/*SD iterative development model - his name is worth remembering, which is why I can't right now :-/

I suppose what you think the statement means by the word "measure". The state of a relationship can be measured by talking, contact, and past history; that doesn't make your method of measurement either valid or conceptually correct. Sometimes the only measurement is "yes" or "no", or time spent thinking about things. Sometimes there is no good way to measure things, but we try anyways. I think the phrase requires a very broad interpretation of the word "measure".

Is this making sense?

Actually, I still think my definition of measure is correct by your example. Talking, contact, and past history are all factors or tools that can help a human being gauge a relationship, to make sense of it. "Yes" and "No" are not quantitative reponses; as data goes they don't tell you much - though I agree that in cases little or nothing can be known, and attempts at grasping the measured concept(s) are merely that and nothing else.
